A union representing overseas workers is calling for proper enforcement of new standards.
The RSE cap has lifted to 19,000 workers annually.
They will now be given sick leave, must be paid at least $22.10 an hour, and be offered a minimum 30 hours a week.
Trade Unions Council President, Richard Wagstaff, says entitlements and what people get - aren't necessarily the same thing.
He says the Government needs to make sure people end up getting what they're told they will, because he's not convinced that's been happening.
