UPDATED 3.58PM: Auckland councillors have voted in support of fast-tracking the City Rail Link.
Under the proposal going out to public consultation, the council would borrow about 850 million dollars to start construction next year without any funding from the Government or rates.
During the debate, Mayor Len Brown has lost his temper at other councillors, accusing them of filibustering an important decision with circular and pedantic arguments.
Some councillors have asked for a business case for borrowing the money, or for the deferral of construction until 2018 or until funds are available.
Others have asked for the council to commit to public transport regardless of whether motorway tolls and extra petrol taxes are introduced.
