Stephen Hoadley, the associate professor of international relations at the University of Auckland, helps Rachel Smalley better understand the executive orders Donald Trump is signing off.

He said they are not a new thing and virtually every President of the United States has signed off on such orders, in the same way that a CEO gives orders to subordinates in an organisation.

They can be challenged, and they have been challenged, he said.

A "wise president" would inform the leaders of congress of what their intentions would be, he explained, but they are not required to do so.
