There is frustration at the Government refusing to look at a retreat from areas threatened by climate change.

The Parliamentary Commissioner for the Environment Jan Wright said the Government should create a plan in the next five years, to decide if we should abandon communities threatened by rising sea levels.

Green Party co-leader James Shaw said we need to act now.

"We know that it will take some years for that to seriously threaten the properties but we do need to start planning for that now and we need to make sure that communities are involved in plans that affect them".

Climate Change Minister Paula Bennett said the science is frightening, but she's still not taking on the recommendation from Jan Wright.

James Shaw said waiting means costs only get bigger.

"Climate change, rising seas, droughts and floods and other impacts from climate change represent a real threat to the New Zealand economy and the Government is completely out to lunch on it".
