Rubberneckers are clogging up the streets of Edgecumbe, frustrating the volunteers who are trying to clean up after the flooding.

Members of the Ngati Awa Volunteer Army say there's been a steady stream of people driving around the town.

Whakatane District Mayor Tony Bonne says they are getting in the way, which is frustrating and annoying.

His message is blunt: "If you want to go rubbernecking, don't you dare go near Edgecumbe"

Tony Bonne said anyone concerned for the town should sign up to help with the clean up, as people need space while they try to clean up their homes after the devastation brought by ex-Cyclone Debbie.

Meanwhile, the flood affected town is inching back to normality as volunteers give up their Easter to tackle the flood clean-up.

Around 150 people are getting stuck in - lifting up rotting carpet and shovelling silt to help residents in the town's worst hit areas.

Boil water notices are still in place for the District - and the civil defence centre is moving to Edgecumbe War Memorial Hall.

Volunteer co-ordinator Pim de Monchy said there's a long way to go, but spirits are lifting.

"Residents are in various states - some of them are grieving, some of them are happy to be back - but I think most people are happy to see the volunteers there"
