Dairy owners like the idea of using tax money to make them more secure, but say how it's used will be important.
Act Party leader David Seymour wants to take some of the cigarette tax and give it back to owners to make their shops safer.
Community Action Group spokesman and dairy owner Sunny Kaushal told Mike Hosking there are some merits to this proactive thinking.
But he said it depends how realistic the implementation is.
"Instead of filling the Government's coffers the tax rate could be used constructively like investing in vending machines and safety.
Kaushal said the high tax of cigarettes means there's a growing black market for them but says that's not the entire problem.
