Every day I think I'm not going to talk about the political situation in America, but it's a situation you simply can't ignore.

It is fascinating - or perhaps there's an element of morbid curiosity.

One of the final acts of the Obama administration was to fund some controversial programmes offshore - programmes opposed by the Trump administration and the Republicans.

The funding had been approved, but Republican members of Congress had put a 'hold' on them, and typically the President of the day will respect those holds. They're not legally binding.

And in one final act, the Obama administration has ignored those holds and released the money.

Where did they send it?

$291 million went to the Palestinians for humanitarian aid in the West Bank and Gaza, and to help support political reform there.

Also, to State Department initiatives in Afghanistan and Pakistan. U.N programmes received some funding too - the Peacekeeping Fund, for example, received money to help improve their response to sexual exploitation and abuse cases.

It will infuriate Trump - particularly the funding to the Palestinian Authority.

There is no middle ground for Trump in the Middle East. He's thrown his weight behind Israel. He's talked about moving the US Embassy from Tel Aviv to Jerusalem. And he's already invited the Israeli Prime Minister Benjamin Netanyahu to visit him in Washington next month. There will be no two-state solution under Trump.

So perhaps that's why Obama, in his final hours, threw a few million dollars at causes that are close to his heart - chiefly humanitarian issues. Because that funding, it's almost certain, will dry up under Trump.

Trump, meanwhile, has just said the Oil Pipelines - those hugely controversial pipelines, Keystone and Dakota - will go ahead.

And they are real flashpoints among environmentalists, and Native Americans, particularly the Standing Rock tribe. Too bad, they're going to happen says Trump.

Last week I talked about temperament. In terms of world leaders, I think intellect is secondary to temperament. And here we see it again.

Trump has the smarts, he just doesn't have the temperament and in his first few hours in office, he has bulldozed through initiatives that will trigger anger and fear.

He canned the TPP, the oil pipelines will happen, and he's also shut down all funding to international agencies who provide women in developing countries with safe access to abortion.

The World Health Organisation says every year 20 million women in developing countries have unsafe abortions, and Washington has helped fund programmes to prevent a high number of maternal deaths. Too bad, says Trump. And in the photo of Trump signing that executive order to end that funding, he was surrounded by members of his cabinet. All men. All white men in dark suits standing alongside him.

Take that all you women who protested against Trump. Take that anyone who believes in women's rights, or humanitarian causes. He's trolling you, and antagonising you for daring to oppose him.

So while I'd like to talk about something other than Trump, he's impossible to ignore.

Have we ever seen a world leader like this before? I think we all know the answer to that.
