UPDATED 6.16PM: The Prime Minister will reveal details of the government's concerns about foreign fighters, and more on its potential response to ISIS, in two days time.

John Key is set to deliver a speech on Wednesday, where he'll reveal more about Kiwis who the government views as a potential threat.

He says the numbers looking to join groups like ISIS will surprise some New Zealanders.

Mr Key says there are people in New Zealand who are actively raising money for ISIS.

Mr Key says the speech will cover off the options for a role in the fight against ISIS - from humanitarian aid to "boots on the ground" - although a decision is still some way off.

Under urgency

Anti-terror laws are set to be pushed through Parliament to combat the threat of Kiwis becoming foreign fighters.

Pre-empting a recently-announced review of current laws, including around cancelling passports, the prime minister says there are deficiencies, and those must be patched up.

But he's promising a democratic process to make changes, including consulting opposition parties, a select committee process for public submissions, and a sunset clause on the law changes.

Another mass killing

The Islamic State group's carried out a fresh wave of mass killings.

It's executed more than 200 members of an Iraqi tribe, which took up arms against the jihadists.

Women and children were said to be among scores of people executed over the past 10 days.
