Revenue Minister Stuart Nash was all set to deliver his first reading speech on a multinational tax bill in parliament but didn't stand up in time.
During a confusing few minutes on Tuesday Mr Nash introduced his bill and then sat down, waiting for Speaker Trevor Mallard to give him the go-ahead.
As MPs milled around in the chamber on their way out after questions, Mr Nash stayed in his seat and Mr Mallard called for the next speaker.
Attempts by Labour to allow Mr Nash to make his speech were blocked by the opposition and Mr Mallard said he couldn't reverse his ruling.
That led to the first speaker on a government bill being an opposition MP - Steven Joyce.
Mr Nash had to give his speech to another Labour MP, Michael Wood, to read for him after Mr Joyce had spoken.
The minister said later there had been so much noise in the chamber he hadn't heard Mr Mallard.
