The Government is leaving the door open for a future change on the amount of annual leave workers can take.
Questions have been raised over whether the Holidays Act is next up for reform, after changes to the Employment Relations Act.
Workplace Relations Minister Michael Woodhouse says employers have told him there are problems, but workers and unions will also get a say on possible improvements.
He says none of it necessarily means legislative change.
"I mean, there's no absolute guarantee of anything in politics. What I have said is it's not on the legislative agenda and it's not on the review programme."
