One of the country's prominent Maori groups has laid a Treaty of Waitangi claim, to try to stop part of the Child, Youth and Family overhaul.
The Maori Women's Welfare League doesn't want the system's 'whanau first' approach to be tossed aside, in favour of rapid permanent placements.
The new way of doing things would see a child taken out of the family environment permanently, as soon as concerns are raised.
But the league's president, Prue Kapua, said this goes against Maori values and culture.
She said unfortunately there's been a decision to take away the cultural aspect of placement and the reforms have been pushed through without consulting Maori.
"There's been no discussion about how we can still have kids in safe situations - but still with their whakapapa connections."
