Auckland Council is working on a new bylaw to deal with problems caused by freedom camping - but has warned it will take time.
Councillor Linda Cooper said more effective rules are needed, to address growing concerns about the demands on public places.
At the moment there are inconsistent regulations, inherited from the old councils.
It is expected to take 18 months to develop new rules.
