New rules for people using drones come into effect today, but one regular user believes they're no reason to be put off giving the fun activity a go.

From today, anyone wanting to fly drones over people, public places like parks, or private property must get consent first.

If getting consent isn't feasible, they can apply for an operating certificate from the Civil Aviation Authority.

Someone who uses drones often is Deon Swiggs from Rebuild Christchurch, who has captured mesmerising footage of the quake's impact on the city.

He said people just need to stick to the rules, and they can have a world of fun with drones.

Swiggs believes they will change the way we see the world in the same way mobile phones have changed the way we communicate.
