The head of the Insurance Council is confident they will live up to their promise of completing over-cap repairs by 2016.

Collectively, insurers are responsible for 23,000 home repairs and rebuilds.

Council CEO Tim Grafton says they are about 50 percent of the way through, and are confident of hitting that 2016 target.

But he says it is possible that there will be a handful of cases that push into 2017.

"People who are in the courts at the moment.

"Those people may be in till 2017, who knows?

"We've also got these multi unit buildings, they are very complex.

"There may be some slippage but we're talking 95 to 100 percent."
