The Government's being accused of undermining employment standards while beefing up enforcement.
It's committed $32 million over the next four years to making sure businesses meet minimum workplace standards.
But Public Service Association national secretary Richard Wagstaff says it's also allowing exploitative practices like zero-hour contracts.
"We think that legislation can be significantly improved to support all workers, not just migrant workers but the existing workforce as well."
The spending will focus on the conditions of migrant workers in Auckland.
Richard Wagstaff says it's good news for law-abiding businesses.
"Some employers are not upholding standards and it reflects badly on New Zealand as a whole, and undercuts good employers."
