A visiting education activist believes the Government's proposed shake up of Christchurch schools is a clear sign charter schools are about to be forced on the region. Visiting US education expert Karran Harper-Royal is speaking at the PPTA's annual conference today. She says after Hurricane Katrina when school rolls fell, charter schools sprang up, pushing out neighbourhood schools. Ms Harper-Royal says the plan to merge and close some Christchurch schools is ominous. "There is a move afoot to privatise public education and one way to do that is to descend upon a community that is already hurting and push ideas that are not coming from the community."
