The Prime Minister hasn't ruled out a ban on live exports.

A third crewman from a cargo ship that capsized off the coast of Japan has been found alive after he was spotted by a search plane.

The vessel was heading to China from Napier, carrying nearly 6000 cows and 43 people, including two New Zealanders, who are both still missing

The Ministry for Primary Industries has temporarily suspended live exports.

Prime Minister Jacinda Ardern says the role of live exports for New Zealand was already under review before this tragedy.

She says she won't preempt the review's outcome.
