So they have changed the language on Kiwibuild.

When it was first announced under the Ministry of Business, Innovation and Employment name, Kiwibuild homes were for "aspiring first homeowner/occupiers who are currently locked out of the market." 

But under the new Ministry, the Ministry of Housing and Urban Development, which has been set up to run this thing, it now says, "first home buyers having difficulty finding property in places like Auckland." 

See the difference? They knew this was coming, they knew there was trouble brewing. 

It's like the Regional Fuel Tax. It's for everyone at first, and when a council asks, and any council can ask. Then it's "whoops! No, it's not it's only for Auckland and we were of that mind all along. I just didn't tell anybody." 

It's the same thing. 

So it has gone from "locked out" to "having difficulty." They are messing the language around all of this. 

Why? Because its all a mess.
