The Salvation Army believes alternative trial methods should become mainstream to address criminal offending.

They've released a second report in a series, calling for a new vision for criminal justice programmes.

Report author Vincent Wijeysingha told Mike Hosking things like the Alcohol and Other Drug Treatment Court has proven successful, which focuses on treating the causes of offending.

"So it's not a straightforward offence and then sentence, but offence and how do we achieve recovery, as it where, for the offender through a whole therapeutic programme."

He admits that changes will cost money.

"I wonder whether the issue on how to reassign our expenditure rather than having more expenditure to it."
