Cycle enthusiasts are organising a ride in Wellington this week to protest the blanket helmet laws.
Figures provided under the Official Information Act shows the number of fines being dished out for not wearing a helmet is dropping, from 11,310 to 4,413 over four years.
Some cyclists are calling for the helmet law to be scrapped and are organising a protest ride in the capital.
Choice Biking and protest ride coordinator Tim Gummer told Mike Hosking they're not advocating for everyone to stop wearing helmets because some situations need them.
"What we're advocating is that people who ride be able to exercise good judgement, because there are some situations where the wearing of a helmet is prudent."
Gummer says the blanket rule on helmets is scaring a lot of people away from cycling and is also outdated.
"There are many modes of riding, particularly on the new cycleways we have, where we really feel that a lot of things have changed. We're in the process of evolution, the blanket rule on cycle helmets is no longer helping."
29,399 fines were issued in total over that four year period.
The protest ride will be held this Saturday.
