National's leader says his new line-up is reflective of skills and expertise - not snubs or tactics.
Simon Bridges' rivals for the leadership of the party have done well in the reshuffle, with Amy Adams ranked third, Judith Collins fourth and Mark Mitchell seventh.
Bridges told Mike Hosking the results have nothing to do with who challenged him for the top job, or who didn't offer support.
"We got 56 top MP's who are brimming with talent but you can't put 56 in the top 20 or 25, so this is tough at that level but what I have tried to do is make sure everyone's get significant responsibilities."
Bridges says he's seen a lot of potential that might not yet have been recognised by others.
"It's me seeing things in them that I know over time you will get to see, and they will be very effective in their roles in opposition."
