National is looking to put the Government's fees-free scheme on the scrap heap.
The Opposition's latest discussion document shows it wants to redirect billions of dollars from the scheme to set up a Kiwisaver-type fund.
The proposal is one of several to replace fees-free, a Government flagship policy that has failed to see an increase in the number of first-year tertiary students.
Leader Simon Bridges told Mike Hosking it's part of the biggest policy development process by an Opposition ever.
"National is looking across the whole gamut of education. Fees free is a key target, I would describe it as an expensive failure."
Other wide-ranging proposals include a passport for every child to track development and spot checks for early childhood education centres.
