An academic says the government should do away with DHBs completely following a startling report.
The Ministry of Health's latest financial results show DHBs have amassed a staggering $423 million debt.
That's more than double last year's deficit and its expected to grow to half a billion dollars by June next year.
Dean of Otago's business school Robin Gauld told Mike Hosking the current system is far from ideal.
"Doing away with the DHBs and putting in place alliances across the regions is the way to go. DHBs could be a lot more effective if they worked collaboratively."
