Retirement villages are being criticised for confusing rules regarding the transition from independent, to care-based living.
The Commission for Financial Capability says few residents understand that the two types of living in a village operate under different cost structures and regimes.
Retirement Villages Association executive director John Collyns told Mike Yardley contracts were originally drawn up for only independent living.
He agrees they need some work as they plan to identify providers with the best policies and create new guidelines for the industry.
