Five years on from the deadly Havelock North water contamination crisis, the Government has proposed transferring water responsibilities from councils to four large regional water authorities.Â
Most councils, including the council that oversees Havelock North, have expressed concerns about the plan.Â
Water New Zealand chief executive Gillian Blythe told Mike Hosking the current system isn't working, but there has been some concern about putting all the power into just four entities.Â
"The question is how can we do that whilst retaining water that is affordable, and confidence around the country that you are going to be listened to."Â
