The Government has had to start from scratch on ways to measure some parts of its work programme, delaying its promised public release of a progress report, because it has had to work out how to do it.

In September last year, Prime Minister Jacinda Ardern used a TEDx-style talk in Auckland, alongside Coalition partners New Zealand First and the Green Party, to launch and talk up the Government’s 12 priorities.

They fell under the themes of economy, wellbeing and leadership, with policy initiatives and work streams on how to achieve them.

However, the Government still hasn't decided how to measure its progress or rank itself and as a result, the first summary has been delayed.

Commentators Ben Thomas and Neale Jones ranked the Government's performance in a number of different areas.

1. Grow and share more fairly New Zealand's prosperity.

Neale Jones told Mike Hosking the Government has delivered on this promise, giving them a marking of 5/5.

"They are growing the economy, we've got budget surpluses, the economy is growing in the top half of the OECD, we've signed the TPP, we've got tax breaks for businesses for research and development, so they are doing things to grow the economy."

"There are all sorts of things they are doing that is growing and sharing the economy."

However, Ben Thomas said the Government shouldn't be claiming credit for the economy when they are only one year in.

"I think for a Finance Minister to claim credit for an economy one year in is more like show and tell, than it is producing their own science project.

He marked them 3/5 because the economy is still in good shape but said there is a lot of "middle-class welfare going on".

2. Deliver responsible governance with a broader measure of success.

Jones said this one is more vague saying it will really depend on the Budget.

He ranked them a 3.5/5 saying it's a bit of a "wait and see" policy.

3. Transition to a clean, green and carbon-neutral New Zealand

Thomas said they are have made some changes including the single-use plastic bag ban, so he marked them 3 or a 4/5.

4. Deliver transparent, transformative and compassionate government.

Jones said that's another wait and see, giving them a 3.5 or 4/5.

5. Create an international reputation we can be proud of.

Thomas said Prime Minister Jacinda Ardern would be on a 4 or 5/5 but Winston Peters would be dragging her down 2 or 3/5.

He said issues between New Zealand and China brought the overall score down to 2/5.
