A new code of practice for university halls follows the death of a Canterbury University student, who lay dead in his room for weeks before being discovered.
Union of Students' Associations acting national president Caitlin Barlow-Groome told Mike Hosking some students need more support than others.
"I think what is going to be implemented for next year will be quite broad.
"We need to figure out what is going to work for all students."
