Questions remain over the absence of KiwiBuild's boss who hasn't worked since November after being in the role for just five months.
NZME understands Stephen Barclay is in an employment dispute with the department overseeing the massive house construction scheme.
He hasn't worked since November.
The Prime Minister says it's an operational matter, and she's been advised it's nothing to do with the KiwiBuild policy.
Herald property editor Anne Gibson told Mike Hosking the situation is unusual.
"It's a really difficult issue when there are employment disputes. There are potentially legal issues, and people usually are very reluctant to talk about that given that."
Gibson says Barclay is an impressive figure, though he has a "really unusual combination of experience".
"He was at the Ministry of Health before he got the Kiwibuild job. He only started May 28."
