Wellington's mayor says despite meeting environmental goals, Wellingtonians still need a roading system that works.
Andy Foster is discussing the region's $6 billion dollar transport plan with Transport Minister Phil Twyford today.
The Minister recently ruled out congestion charging for the capital, despite Foster campaigning on it as a way to fund transport projects.
Foster told Mike Hosking alternative funding models are needed, rather than unaffordable rates rises.
He says they need different funding tools, and congestion charging could also change people's behaviour around transport.
"Transport is a sticking point for most councils and its no different in Wellington."
