The Government is pushing forward with its overhaul to the governance of water.Â
The Three Waters reforms will see council-owned drinking, storm and waste-water services amalgamated into four regional bodies.
They also announced yesterday it will be mandatory for councils to join the changes, removing the opt out clause.
