Team New Zealand is looking abroad for the next America's Cup after rejecting a multi-million dollar Government and Council offer.

The sailing team will now enter talks with other possible host nations.

Chief executive Grant Dalton says they must explore other opportunities to ensure a successful defence.

But he also says the end of exclusive negotiations doesn't rule out the chance of the Cup being held here.

Around $99 million was offered by the Crown and Auckland Council to stand up the event - which Team New Zealand says isn't enough.

Meanwhile, it's been revealed the Government considered exempting utes from its scheme to promote electric car use, but ruled it out.

The scheme rebates the cost of electric vehicles and will charge a fee from users of high emission vehicles.

Prime Minister Jacinda Ardern says they gave it very strong thought - because there isn't an alternative in the market.

But she says they're hoping the timeframe to transition will be relatively short - with options in the country for those wanting to avoid fees.

Ardern says exemption is off the table, as after working the option through, they decided it was going to be very difficult to operationalise.
