Meanwhile, there are suggestions from top Kiwi epidemiologists some people could spend part of their quarantine at home.
They say it could strengthen the country's response.
Otago University public health professor Nick Wilson told Heather du Plessis-Allan for returnees from low risk countries, it could work to share quarantine between home and MIQ.
But he says digital tracking should be used, so people adhere to it.
He says smartphone checking and electronic bracelets can help keep an eye on people.
