Government considering merging RNZ, TVNZ

The Broadcasting Minister says the Government's still working through media funding options.

RNZ reports the Government's preferred option for public broadcasting is a new entity - replacing Radio New Zealand and TVNZ.

It's likely to go to Cabinet in December.

Kris Fa'afoi says a number of ideas are on the table.

"We're working on it. We're certainly wanting to, given the situation in the media at the moment, support public media as much as we can. We haven't taken it to cabinet, we said we'd make decisions and make announcements by the end of the year. That's what we're still focused on."

Better Public Media chair Peter Thompson says unless there's a strong public service broadcaster, people will miss out.

"To get a full range of programmes that addresses the needs of all New Zealanders and all our communities, we really do need a full spectrum public service operator, and that isn't going to come too cheap."

However, he says the two media providers have different operational logics.

"RNZ, of course, is a dedicated public service broadcaster and TVNZ is currently completely commercial, so trying to get them to work together with a hybrid funding model is a challenge."

Thompson says a clear model is needed get the organisationally distinct companies to work well together.

"You need strong management, you'd need very strong governance. That's not an easy task as TVNZ found out in previous era's."
