Health Minister Andrew Little says the reforms mean for the first time, we'll have a truly national health system.
He says the kind of treatment people will get, will no longer be determined by where they live.
However, CDHB's Jo Kane told Heather du Plessis-Allan she's wary of the overhaul.
"I'm just feeling a bit suspicious. The Code of Conduct gags people from talking about it, so become a political servant in a way, not able to speak out, and I think Boards of Directors have a duty and a directive to speak out."Â
