Greens co-leader James Shaw is pleased with the Government's regime around charging for quarantine.
Travellers coming home will pay charges of $3100 per room and $950 for each extra adult and $475 per child, but there will be mechanisms to allow charges to be waived in full or in part.
The charges apply to people who leave New Zealand after the legislation comes into effect, or those who are visiting New Zealand temporarily.
Mr Shaw says it is important to care for kiwis in New Zealand and overseas.
He says there are two issues they need to tackle.
"One of which is a fundamental issue of fairness, so if somebody left the country before covid happened and they didn't know they were going to be liable for a significant fee upon reentry that's basically unfair.
"There's also contained in the Bill of Rights a line that says New Zealanders have the right to return home."
