There are fears new insulation regulations could boost the cost of new houses in certain areas by up to $50,000.
The Ministry of Business, Innovation and Employment says our standards lag behind other countries with similar climates.
Changes could include homes in Central Otago and Southland needing triple glazing on their windows.
MBIE's building performance and engineering manager Dave Robson told Heather du Plessis-Allan our current insulation requirements aren't good enough.
"We want to make sure that we start to improve the building stock in New Zealand, and that people can afford to heat their homes and have a comfortable, dry house."
