Complaints the Government's Emission Reduction Plan is all talk and no substance.
It includes ideas such as paying people to scrap dirty cars, banning new gas connections and cutting car use by a fifth.
People can submit on the plans until November 24.
Motor Trade Association Chief Executive Craig Pomare told Heather du Plessis-Allan the release doesn't cut it.
“Where is the plan? Where is the detail to help us through this? It’s more consultation on top of more consultation. We were waiting on a plan.”
