The future of the trans-Tasman bubble appears to be up in the air. 

Jacinda Ardern today said the Government will make its own decision on when to open borders to Australia - despite her Australian counterpart Scott Morrison saying they're ready now, and the only thing holding it up is New Zealand's lack of urgency.

Meanwhile, Covid Response Minister  Chris Hipkins says Australia's position on responding to cases in New Zealand, has moved since our countries first held discussions.

The Covid-19 Response Minister says after our most recent cases, Australia's introduced a new testing requirement, which hadn't been discussed.

"Their suspension of their green zone and the various decisions they have taken wasn't consistent with the framework we had been speaking with them about."

But Hipkins says these issues are not insurmountable.

Tourism Industry Aotearoa's Chris Roberts told Heather du Plessis-Allan that this is frustrating, as the issue around a community outbreak and what would happen to the bubble if that happened is holding things up.

"The plan to have safe travel between Australia and New Zealand has been in place for nine months."

He says we are waiting for Australia to reach an agreement on this, but New Zealand would benefit economically and culturally more from a bubble. 

"It can be hard to wear that Australia might dictate how we do these things and we can't get our way on this, but if we can have an assurance that it's still safe, maybe we just have to swallow a little bit of pride."
