The Victorian opposition leader has hit out at the premier's plan to extend the State of Emergency, saying he doesn't deserve a "blank cheque to do whatever he likes".

Speaking to Nine's Today show, Opposition Leader Michael O'Brien bashed Daniel Andrews' announcement, calling it a "kick in the guts to Victorians".

"I don't believe any politician deserves a blank cheque particularly when we see how tough Victorians are doing it," he said.

"People have been locked out of jobs, kids locked out of schools. The problem is Daniel Andrews has a plan for lockdown for 12 months but he doesn't have a plan to get us back to work."

Mr O'Brien said Mr Andrews needs to justify why these "extraordinary powers" should be extended and questioned why the the extension needed to be granted for 12 months.

"There is a reason why in law the state of emergency can only exist for six months, and that's because this is the most intrusive circumstances Victorians have ever lived under. We have never had a curfew before. We have never had a curfew before. We have never seen all the schools closed and told we have to wear masks,' he told the program.

"When you have these powers, it is important that the politicians are accountable to the people when they use those powers. Daniel Andrews wants a blank cheque to do whatever he likes.

"As Opposition Leader, I'm not going to give that to him. He needs to be accountable to Victorians and we will try and vote to make sure that he is."

Mr O'Brien said any extension that is granted should only be for a short period, adding that the reason Victoria is experiencing a second wave of COVID-19 is because of the state's bungled hotel quarantine program.

"It was a kick in the guts to Victorians. We are starting to see the light at the end of the tunnel and then Daniel Andrews comes out and he says he wants the power to keep us locked down in our homes and locked away from family and friends for another year," he said.

"No Premier should deserve that."
