A Resident Doctors spokesperson warns hospital staff assault numbers will be much greater than what's reported.
Almost 2000 hospital staff members reported being assaulted on the job last year.
But Resident Doctors Association national secretary, Deborah Powell told Kate Hawkesby hospital staff firmly believe District Health Boards won't act, even if they do report incidents.
She says that leads to a vicious cycle of staff not reporting assaults so nothing happens.
"Employees have the right to safe workplace. Staff have developed a culture where patients rights are greater than their own and that's got to change."
Powell says DHB's have to get staff confidence and handle situations properly.
