Celia Lie, from Otago University's Department of Psychology, told Kate Hawkesby that young adults haven't fully developed their brains, including the parts that contribute to following the rules.Â
"Having that part which doesn't fully develop until people hit their mid-twenties may contribute to why some poorer decisions are being made."
She says that some of the messages that young people may be receiving could be leading to them disregarding the risks.Â
