A Christchurch city councillor who used his digger to put in an illegal trench is unrepentant.

Phil Mauger and co-councillor James Daniels are fronting the council after using Mauger's digger to trench 70 metres of Pages Road, in order to remove a giant puddle.

Phil Mauger says he would never have forgiven himself if a toddler drowned in the puddle the size of 10 football pitches.

Mauger told Chris Lynch CEO Dawn Baxendale is taking the investigation seriously.

"I certainly haven't gone about it the right way, but it certainly got it out there in the public arena.

"I'm sure Dawn will have some very short words with me, but I had to do something."

However, he says has the support from seven of the 16 councillors.

"I knew I shouldn't have done it, but I think the good part of it outweighs the bad part of it

Mauger says they've brought in lawyers as the council is taking a hard-line approach.

He says the puddle the size of 10 football fields has been a problem for 10 years.

The Council says it had to fence and block off the trench for safety reasons.
