The Government's Medicinal Cannabis bill has passed its final reading.

It passed with support from all parties, except National.

The bill provides a statutory defence for those who use cannabis for palliative relief, and sets a 12 month time frame on regulations for a Medicinal Cannabis Scheme coming into effect.

Health Minister Dr David Clark says this is a great day.

"This is the most progressive legislation that has ever been passed through this house for the supply and access to medicinal cannabis.

"It is about cultivation, cannabinol, and compassion."
