A Canterbury principal believes a potential overhaul of NCEA level one is only a short-term solution.

A government-NCEA advisory panel is calling for a shake up of level one standards along with other parts of the education system.

It would mean less focus on external examinations, particularly for level one students, and a larger focus on literacy and numeracy at all levels.

Kaiapoi High School principal Bruce Kearney says changing student outcomes doesn't happen by changing systems.

"You have to actually have a look at the instructional core which is what's happening inside the classroom with the students, the teachers and the content," he says.

"Changing systems doesn't change a great deal."

Burnside High School principal Phil Holstein is helping facilitate feedback - and says it's a chance for people to have their say, rather than be subject to top-down decisions.

"Encourage as many stakeholders to engage in this process because that is the critical thing. The more we hear will mean we're going to be making better decisions," he said.
