There's a call for men to wake up and start taking precautions on the water.
Leon Scurrah drowned in Wellington Harbour on Saturday after the dinghy he was fishing from with a mate, capsized and sank.
Life vests were stowed in the dinghy, but weren't worn.
Water Safety New Zealand's Matt Claridge says there's a "she'll be right" mindset among Kiwi men when it comes to boating.
He says those who don't wear life vests find themselves in a lot of trouble when they hit cold water and their body goes into shock.
Mr Claridge says it's time wearing life jackets in small vessels became a requirement under law.
