Relatives of a teenage rape victim are being told they bear some responsibility for what happened to the girl. Details emerged over the weekend about how the girl ended up being abused after being placed in the foster care of her uncle, a convicted rapist. Social Development Minister Paula Bennett says Child, Youth and Family does have a role to play in this case, but so too do the girl's family members.
