Former World Anti-Doping Agency boss David Howman believes the IOC needs a drastic leadership shakeup if its to properly address doping.
The New Zealander's 11-year tenure leading the fight against doping ended in June, and Howman watched on as the IOC shied away from putting a blanket ban on Russia in Rio.
Howman says the IOC doesn't have the strong leadership many may expect.
He says to divert decision making to international federations is a waste of time, and it makes him wonder why there is an IOC at all.
