Infrastructure New Zealand chief executive Stephen Selwood told Mike Hosking the focus on keeping costs down has made construction a riskier game.
"Well that's exactly what's happening that's why we've got leaking hospitals, that's why we've got leaking schools, that's why we've got buildings which are not fit for purpose."

Selwood says the Government is a major client, and can set a powerful example.
He says they could start the ball rolling by not always accepting the lowest tender.
