Claims kiwis should follow Europe and America in building large numbers of homes with the latest technology in factories.
The government is looking to use prefab housing to save Kiwibuild.
Housing Minister Phil Twyford says prefabricated buildings are becoming more and more popular overseas, and New Zealanders should get a slice of the pie.
"There is a big opportunity for us to use the mass procurement approach of Kiwibuild, where you have got the opportunity to contract hundreds or even thousands of homes every year to particular firms, we can use this new approach."
He says Kiwibuild can't be delivered without prefab homes and Housing New Zealand is increasingly using offsite manufacturing to supply their houses.
"It has reduced the build time for a house from what was 14-16 months down to four to six months from go to whoa."
