New Zealand First's business package will be stretched at both ends by National and Labour.
The party leaders are heading into preliminary negotiations today, before full discussions start after Saturday's release of the special vote count.
Business New Zealand CEO Kirk Hope said Labour will get behind the part about lifting the minimum wage, but will be hesitant to give business tax breaks.
"As for National, they certainly could buy into the business tax break offset and some of the training tax breaks but I'm not sure they could buy into the minimum wage increase."
